In the last few weeks, including during his State of the Union address, President Barack Obama has threatened to act without the consent or support of Congress to advance his agenda. Obama has threatened that he will use executive orders to implement his policies, effectively cutting Congress out of the lawmaking process.
This might not seem strange to Democrats or Republicans in 2014, given how ineffective Obama has been at working with Congress to get any legislation passed. It’s clearly the actions of a desperate man, clinging to the hope of preserving his legacy.
However, in 2007 and 2008, then-Sen. Barack Obama didn’t seem to have the same appetite for executive orders that he does today.
